I am currently studying ms sociology in Poland and wish to apply for a 1 year short course (project management or something similar in Canada). Can someone suggest a low cost course with lenient admission requirements? Also for such courses, do I have to pay the tuition fee first or can I pay it after getting visa?

It looks like you are trying to use the study permit to enter Canada and not to study. With your education background, you can only look at a Ph.d for further career progression unless you can explain to the visa officer why you are shifting your career. You will get any crappy private college willing to make money off you to get admission but good luck getting a visa with that. In any case, you will have to pay in advance regardless of the type of college.
If you want to work in Canada consider applying for PR through the express entry system. You will get a lot of points due to your masters and you can benefit from low cost of education in Canadian Universities.
