Last time my student visa application was rejected and now iam again applied for the new one..is that the last time rejection affect this time..or how difficult it to get the new visa.

You simply need to address ALL the reasons the first application was rejected. Given you have not posted the reasons here impossible for anyone to feedback how you might resolve any reasons.
