Still it is showing below status.Is it going in right direction?

It shows that your application is being processed. There's no way to know based on the above information how soon processing will be finished and if the decision will be positive or negative.

As on CIC website it shows 4 weeks for full process and 3 weeks are already gone. My course will start on 1st march.

The 4 weeks is just an estimate - not a guaranteed processing time. It's quite possible for processing to take several months. Hopefully you will have an answer soon.
