Is my cousin Canadian by descent?

My first cousin in Miami, Florida, born in 1965 in Nassau, Bahamas, wants to move to Canada. Her mother (my aunt) was born to Canadian parents in Fulton, New York in 1931 and they moved back to Canada when my aunt was about 8 years old. She lived in Canada for about 20 years and had Canadian citizenship (my cousin has her mother's Canadian citizenship card) then moved to Nassau, then to Miami, Florida where she lived for the rest of her life. Is my cousin a Canadian by descent and if so, is she first or second generation as her mother was a Canadian when she was born? Would her children (who were born in the U.S. and have an American father) be eligible or would she have to look at other ways for her husband and two grown children to be able to be permitted to move to Canada?

2. Her children are not Canadian citizens and if over the age of 22 can't be sponsored.
3. She could sponsor her spouse once she has her proof of citizenship.
