Is it alright if I land in Toronto with a COPR that says Vancouver?

Yes, you can land anywhere except Quebec.

Becasue Quebec needs the CSQ certificate to complete Record of Landing procedure.

It has its own separate immigration program.

You can even land in Quebec if final destination on your ticket is elsewhere
