Hi.
I have sponsored my Korean wife for the PR status, and we have successfully completed PR landing two weeks ago.
We returned to Korea for now, but planning to permanently move to Canada on February or March, 2019.
After our visit to Canada, we became convinced that Montreal is an ideal location to live in for us.

In the "Confirmation of Permanent Residence", City of dest. is indicated as "Toronto".

Is there any issue if we immigrate to Montreal, Quebec instead of Toronto?

Just remember that unless you have arranged for your wifes PR card to be mailed to Canadian address and then sent by courier to you in Korea your wide will need to apply for a PRTD to travel back to Canada. Current processing average for initial PR cards is around 6-8 weeks so if you plan on February could be a close thing.

Does "Anywhere in Canada" include "Quebec"...........you may call the IRCC Call Centre (1-888-242-2100), from within Canada only to clarify

The reason I am asking is because Quebec seems to have different immigration process than the rest provinces.

She has already completed the immigration process. You can live wherever you want in Canada.
