Hello. I applied for visitor visa on wednesday via online. I got my LIB next day within 24 hours. And I am going vfs global on monday for fingerprints.
1) How long does it take to get final decision? (I am writing from Turkey)
2) Do they start processing without fingerprints?

That's anyone's guess. Processing time will depend on the specifics of your application.

I submitted my online application 14th Dec from Pakistan to Abudhabi .it was written in my account that my biometrics are valid till27 Dec 2027 and still they asked me for biometric payment after 9 days which i paid and after that no response.why is like this while my last year biometrics were valid too.and i am in USA now tour to my sister can i request NEW YORK canadian high commission in person to issue me trv .so that i can visit my brother in Vancouver for 5 days.my flight is on 15 back to pakistan

You must give your biometrics for your new application.

Pakistan is one of the 29 countries and 1 territory specified by IRCC for which applicants must give their biometrics again if they apply after July 31, 2018

You are right but my question was that when i applied online the questioner i answered all and it said no need for biometrics and after 10 days they ask3d for it .and if i need biomatrics then its mean.my application is stand still no progress and my USA tours will be finished and i will be back and my application will also.trundown due to my dates which i applied.
I didnot reciv3d any biometrics letter till after 7 days as i think holidays of Xmas and new year

You most likely got the request for the new biometrics after the visa office checked your identity.

You may want to email the Abu Dhabi visa office to reconfirm about the biometrics + request for the BIL (Biometrics Instruction Letter)
