Hi,
As the title suggests I am in Canada on WP.
I am keen in applying for Visitor Visa for my parents.
My Parents are currently settled in India. Purpose of visit is to visit Family and Friends.

10 Years ago they went on a world trip and tried to apply for US and Canada visa both. They got US tourist visa but were denied Canada Visa.

I have created an online application and filling up the forms.
Curiously I was checking on the Application processing timelines for visitor visa and it shows you two options.
1. Applying for visitor visa from Canada
2. Applying for visitor visa from outside Canada.

Now coming to filling the application - since my parents are not that tech savvy - I was thinking of filling all the forms on their behalf (online) and then getting their digital signatures on the application forms before I upload them.

First question - Is it legal and ok for me to fill an application (from within Canada) on their behalf?
If yes, then which timeline should I be considering. One from outside Canada or the other one from inside Canada?

Please advise.
Reason for asking - Outside Canada Application processing is 23 days and from within Canada is 6 days.

Your parents' residence address in India will be considered for the processing times.

Thanks for your prompt reply. So if I am correct, there is no way I can avail the processing timelines of Application from within Canada. in other words, it doesn't matter that the person representing (me) is in Canada. It is always calculated from the Person getting the visa (which are my parents and in India).

I traced a lot of other threads which you have responded to in the past and got a wealth of information. Just wanted to reconfirm those facts with you and also some follow up questions.

1. I shouldn't be using the purpose of visit to be "assisting the mother of the newly born child". CIC may consider it as illegal and unauthorized work. Instead tourism and meeting family should suffice.
2. My Father is a Chartered Account and has his private firm. He plans to show that as his Business and details of taxes filed, along with property papers, funds in bank accounts, stocks, any other tangible assets, and all the documentation should be translated into english, if not in english.
3. If I understand correctly, the process is, I become their representative, and fill the application form on their behalf. I will need 2 sets of identical forms. Am I correct?
4. After uploading the completed and signed forms on the website, I submit my application and wait for the results. If the application is approved CIC may only request for the Passports to be sent to them. However there is also a possibility CIC may ask my parents to appear at a consulate for an in person interview? In either of the two scenarios, if approved, the TRV will be issued.
5. It is ok to book temporary tickets, to be submitted along with the application. These tickets can be cancelled within 24 hours. These are just an indicator for the CIC that the travelers have enough funds for the trip over the cost of the tickets.


6. Am confused - which of the two am I required to fill up? Use of Representative (IMM5476) or Use of a Family Member Representative for Online Applications (IMM5713). Could you please confirm ?
7. Trip duration should be kept as max 3-4 weeks. If any extension required, should be filed from within Canada? In my case my father wishes to return in 4 weeks but my mother would stay upto 15 weeks.

These are my questions and the confirmations I seek, as of now. Thanks for your time and advise @Bryanna.

These are the forms I will be required to fill for my parents.
1. (IMM5476) or (IMM5713) based on your confirmation.
2. Family Information (IMM5645E)
3. IMM5257E
Addtional Documents
- Passports scanned copies,
- Digital Pictures in specified format
- Business Registration
- Flight Tickets
- Proof of Financial ties
- Proof of ties to India

Am I missing something else?

In any case, these are estimated processing times that can change depending on the specifics of the application.

That's right. Plus, a detailed day-by-day itinerary with expense estimates with proof of the ability to pay for this visit plan.


2. My Father is a Chartered Account and has his private firm. He plans to show that as his Business and details of taxes filed, along with property papers, funds in bank accounts, stocks, any other tangible assets, and all the documentation should be translated into english, if not in english.
He needs to submit evidence of a couple of work contracts + work commitments scheduled after his visit.

Property: Valuation + tax receipts + any property-related commitments to return to.

Funds: Liquid funds as 'available funds for the visit, but both liquid and locked-in investments for the overall financial situation.

Two sets of applications + two IMM 5476 forms, one from each parent appointing you as their rep.

Interviews are rare but possible.

That's okay as long as you don't purchase these tickets.

One more question - I am currently on a LMIA based WP which expires March 10th 2019. The LMIA was valid only for one year. My employer's attorney is filing for an extension of the WP in C20 Reciprocal Employment category.

My question is if I apply for my parents visitor visa now and consider the processing timelines of 23 days, do you think CIC may reject the application citing that my visa (host) is expiring on March 10th so my parents won't be granted a visitor visa.

My employer will start the C 20 WP extension filing only by Feb 20th.

If you see any potential issues in this case can you suggest an optimum solution?

I suggest waiting until your work permit is extended before your parents apply
