Background check in progress and they don’t need any additional document

Isn't it required that you apply for SOWP from inside Canada? How come there's an interview?

No. SOWPs can be applied from outside of Canada also.

How come there's an interview?

Interviews are rare. IRCC gave an opportunity to the OP's husband to make in-person statements/in-person interview to check the veracity of the documents submitted

Background checks could take any length of time. A decision will not be given until these checks have been completed
