Does anyone know if CIC change the draw system already or not for 2019?

They are switching back to a first-in system. The lottery is gone. We are waiting for the rest of the details to be posted.

I am planning to apply for my parents this year. I am not yet familiar with the process. Has anyone who applied last year share some details, links, things to know, tips and tricks. the online information states that they are not accepting applications since Feb 2018. Does this mean that sooner I apply in 2019, the better the odds are?
Does it mean I should prepare the application package? or is their some sort of simple "Expression of Interest" Form?

Can the last 3 preceding years counted as 2016, 2017 and 2018 for financial income requirement as by the time the applications are open, T4/NOA for 2018 will be available.
