PCC Required for a distance learning country (never visited)

I got ITA already and was working on the PR application, my masters degree is from Scotland (distance learning) i've never been to Scotland before but the weird thing is that i got a request for PCC from Scotland so what shall i do in this case.

Yes, this has happened to other people before. You can try submitting your issue via webform,

Or, you can just apply for the PCC from the UK

Thanks for your reply, actually i didn't upload my application yet so what do you think if i submit LOE clarifying that i've never been to UK and never even requested UK visa. Will it work this way or its risky?

You can do that. There is always the chance they will disagree and ask for it (again) anyway.
