Hello everyone need help I was nominated to apply for PR for my parents through the 2018 nomination, today I got a letter saying I do not meet the financial requirements because in 2016 my net income was $72 868 but that year I went to school for 6 months and was on E.I and was paid $19 358 so they deducted the $19 358 from the $72 868 leaving me just over $1000 shy of the minimum requirement of $58 768. My question is In 2016 I was single so my family income was good enough to sponsor 2 people, but since I got married in 2017 my family grew to the 3 people me , my wife and child and my mom whom I was sponsoring so immigration based their financial assessment on a family of 4 peaople from 2015, 2016 & 2017. Can I appeal since I was single in 2016 the year they are saying I do not meet the financial requirements.

You have no basis for appeal. You were correctly refused and don't meet the financial requirements to sponsor. You have to meet the income requirements for 4 people for 2015, 2016 and 2017 to qualify to sponsor. It's irrelevant what your family size was in 2016. You have to meet income requirements for your current family size, plus the individual you are sponsoring for all three years. You should reapply once the process opens for 2019.

Agree with scylla. You were correctly refused. The family size at the time of applying is the family size you must use for meeting LICO for all qualifying years.

If refusal was for the shortage in income in 2016, it is usless to apply in 2019 as most likely they will be asking for 2016, 2017 and 2018 NOAs. Also, please, note, that gross income is used to determine eligibility.

Yes, you must include your wife in the family size. You must also include your mother's spouse/common-law partner, if she has one.
No, she can't co-sign yet.

You are still married so your wife would still count even without the PR application. Both parents have to be sponsored if they are both alive and not divorced.

Joseph and Anne became common-law partners in 2017. They had a baby in 2018. Joseph wants to sponsor his grandmother and grandfather. Joseph’s grandparents don’t have any dependent children. Anne will be the co-signer.

If Joseph wants to sponsor his grandparents in 2019, Joseph and Anne (together) have to meet the income requirements for 2018, 2017 and 2016.

In 2016, Joseph’s family size was 3:

  • Joseph
  • his grandmother and grandfather
In 2017, Joseph’s family size was 4:

  • Joseph
  • his grandmother and grandfather
  • his partner, Anne
In 2018, Joseph’s family size was 5:

  • Joseph
  • his grandmother and grandfather
  • his partner, Anne
  • his baby

Doesn't matter what example is given by IRCC.
They use family size at the time of application for PGP 2018 applications. And someone actually got refusal because of EI income and omitting one member for the income requirement for a particular year. That's proof on how it's done for PGP 2018.

May be they decided to change it for PGP 2019. BUT that's what some applicants for 2019 think and the new examples that's given.

Please leave PGP 2018 discussion alone from new examples for PGP 2019 being posted.

Nope - not incorrect.

IRCC has changed how family size is calculated for LICO effective this year (2019). In previous years (i.e. 2018) and before, you had to meet LICO for your current family size for each of the three previous years.

OP was correctly refused based on the rules for sponsorship in 2018.

Guys! I have few queries if someone can help.
I was invited to apply PR for my mother this year. I only put her name in the interest form since my father didn't wanted to come to canada permanently right now and he has supervisa just being granted to him for 9 years, and my mom is already in Canada on super visa. I got married in 2017 Jan. And I meet the income requirements as follows.
2016 (52k - 3 persons) - me. My mom and dad
2017 (59.7k - 4 persons) got married in Jan ( me, my wife and my parents)
2018 (72k - 4 persons) me , my wife and my parents..

Btw my wife has got her passport back from Canadian vac just yesterday ( got the or application approved) and she will come to Canada in june.

Now my questions are
1) I am right in beliving that in 2016 I don't need to be above lico for 4 persons(and lico for 3 persons is ok) since I was not married in that year?

2) do I have to apply PR for only my mother since it was only her name in the Interest to sponsor form or I can apply for both my mom and dad?

3) I can add my father as a dependent of my mom in the application even though he is the earning entity in the house and my mother is a housewife?

Your help is highly appreciated. Thanks
