I am About to take IELTS, I would like to ask, if I obtained the required band score can I submit my papers directly or shall I wait for my wife to take the exam first?

You can set up an Express Entry profile as soon as you have taken IELTS and have the results - and assuming you meet the other minimum criteria. You won't submit any paperwork until you have actually been selected. To be selected, you need to have at least 440 points.

Thank You very much for your reply, I would like to know how many points I could have ? Should I follow up with a consultant ?
 

Thank you for the link, when I made the assessment my grand total was 275, and 255 when I selected that my spouse will come with me, I know it’s quite far from the 440, but rather than the IELTS, I really don’t know how to boost up my points, I have about 10 years’ experience as a mechanical engineer and maintenance planner but I don’t have any relatives living in Canada or job offer from there, which is very difficult to get, nevertheless I have tried. Anyway, thanks a lot for your replay and concern.

the fact that your CRS score sums up to 275 makes me doubt it you qualify at all

I have calculated the CRS of mine and it was 275 which is far away. However, I am going to take the exam for 4th time in 05.01.19. I hope I can get the required band score this time. The highest band score that I’ve got in 4 modules was LRWS: 7.5/6/5.5/6.5. When I asked about it, I've been told that the minimum for each module is 6. may I have your opinion please? Also when I was making the CRS assessment there was no any parameter for my qualification as an engineer or my experience. So does that anyway can enhance my CRS ?

I gave yourself and your wife IELTS scores of LRWS - 8777 each. And I gave your wife a education assessment of "3 year or more post secondary credential".
The CRS score is 406 points which is way below the score to be picked on. I would advise you to start on your French proficiency as it can increase your score. Good luck.
