It depends on what language and for which purposes you are looking for it, then there are two options for you:
1) Pré-Départ is a pre-arrival program for French speaking immigrants that offers distance-learning and employability services in an individualized way. Please visit website for more information on how to register: https://predepart.rdee.ca/
2) For any general information regarding government, provincial and municipal services, employment, housing, education, community and recreation of any settlement in Quebec please register at http://nextstopcanada.ca/, which is a Canada-wide, CIC-funded pre-arrival settlement service. You can find there a whole amount of information and referral support (English and French).

Hi. Thanks for the information you provided to help newly approved applicant. My situation is abite different. I have been approved and sent the pre arrival letter. My destination is Quebec but we planing to move elsewhere. Please could you advise if i should register to use the service in Quebec or wait until i complete the landing and move before the registration.
Please i need your advice and also to send me the best service to use for Quebec Pre arrival service.

which is best pre-arrival service for Saskatchewan. I am planning for Regina.
