I can understand overall processing slowdown, but what could be the reason for not releasing PPRs for those who are already approved and confirmed by IRCC that "a decision has been made and will be contacted soon" ?? something to do with policies? but again it doesn't make sense as IRCC is continuously issuing PPRs for latest applicants.
Some of it may be policies and processes but in your (all Ip2 / Ghost update folks) its probably plain bad luck. I think the biggest factor in all of this comes down to the rub of the green going your way. @sid1987's AOR is June 19 ... same as mine and it is said US based applicants get their PPR sooner. He got his like in one month. Another friend of mine in USA got like in 23 days. BUT, my luck was that my application landed up in Montreal.
Even till there it was fine as we can see on Montreal thread that they issued PPRs uptill 2nd week of June folks. Gave some 3rd week guys IP2 / Ghost updates but without PPR (but atleast some indication file is touched) and then issued PPR to someone from 21st June.

In all of this my file has no update. On my previous call I was told it has not been touched since 7 August. Now some of this slowness is attributable to how things work in Montreal which is an established fact by now. But I do know that this week they will go ahead and even issue some July candidates PPR (based on trend). I don't think there is any other explanation why they won't touch my file other than random chance. I think we probably have better odds in Roulette in a casino in Vegas than guessing when my file will be picked by Montreal now.

No compay shuts down for these many days, neither will CIC. Only December 25th is a National holiday and 26th is Holiday in Ontario. People do take vacation during last 2 weeks of the year but it doesn’t mean that offices will be shutdown. Processing will be even slower due to reduced strength though.
Yeah it may not be a complete shutdown but in last week it will be very close to that (if US is any indication). As you pointed out even if it is not the speed would be very slow. But given the speed we have been observing slower than that probably should be called a shut down anyway :D:D

Yes. It was less than 2 months post AOR, but I learned that my eligibility was MET.
I'm actually going to wait till I get confirmation that my application has been approved before I order the second set.
Hi Tobs, if your Eligibility was MET, I assume the review was done at the CIO?
Could you share what date it was done please - I am trying to estimate the average time between Eligibility Met and Criminality Pass/IP2.

I’m nursing a theory that the movement from CIO (if your Eligibility was done at CIO) to CPC Ottawa adds some delay compared to AOR mates that had their review (Recommend Pass) done in CPC Ottawa

Not who you asked, but our application is the same. Eligibility MET, which was done at CIO. Here is the timeline:

AOR: 19th of June
Elibility Met: 19th of July (the same day as it was transferred to Ottawa)
IP2: 23rd of October

Going by your timeline it would seem I need to wait one more month for IP2 (3 months + after Eligibility Met)

What's your AOR? Our file was touched on the 1st of August (11 days after the transfer) where they calculated the CRS points and verfied that it met the threshold. After that it was completely untouched till the IP2 update on the 23rd of October.

Hey, we have very similar time line. I'm positive we'll probably recieve our PPR mails on the same day :). Any Ghost update after IP2?

What's your timeline? No, no ghost update :( And have been checking every single weekday, so probably would not have missed it. What about you? :)

Checked CRS points - That sounds like the Case Analyst review if it was done in Ottawa, and the recommendation was “Met”? Not recommend pass?

Yes, MET. We have had a "Program Assistant" and a "Case Processing Agent" review our application, no Case Analyst yet :)
