ECA - which Institution has least processing time?

Hello Everyone,
I am looking for institution to get ECA in shortest time.
Many of my friends have done through University of Toronto and they take 12 weeks to get ECA for immigration purpose plus 2 weeks of Christmas shutdown.

Does any one done through other institutions and what are their processing time?

P.S - ECA for master degree from USA.

Have you checked WES ? IMO it has the least processing time, but at 12 weeks UoT may be the fastest. Was not aware UoT does ECA.
