Can I get proof of funds (letter from bank and statement of accounts) BEFORE receiving an ITA? How far back can bank letters be for CIC to accept? Has anyone else done this?

It should be the latest, I believe not later that 6 months old would work. But if you are submitting for PR, it is better to get it after getting invitation for PR and when you start submitting the docs. If you are in Canada , it would not take much time, just go to any branch and they will give it. Make sure you use your account that has good standings. or if outside Canada, bank statements are easy to get don't take more than few hours.
Then just scan it and upload !!!
