I am 38 and planning to apply for Canada PR. Is it too late considering my age ? What are my options if I have any
There are two main pathways that seem possible: The Federal Skilled Worker (FSW) program, and provincial nominations. If you have studied/worked in Canada, you may also be able to qualify for the Canadian Experience program (I don't know much about this one).
The FSW is essentially a points game. As long as you get enough points to be above the current minimum cut-off, you get invited. You can use the CRS calculator to figure out where you stand today. If you can see a pathway to get over 440 points, I would say you are in with a chance, above 450, it's kind of certain to go through. Age is a factor that is out of your control - though the earlier you apply the better, as that factor will only get worse. Besides this, the main levers to gain more points are education, work experience, language skills, and getting a job offer. You can understand the scoring system here:

Provincial nominations are generally given out to people with lower CRS scores, but it seems each province does its own thing. While I haven't looked into it in a lot of detail, I think they often require job offers, target specific occupations, or require some connection to the province. I also think these are generally slower than express entry, so I would normally (if possible) try to get through the Federal program.
