You'll not get it in this draw as the cut-off score was 445 with tie-break date of 22 October, meaning among the candidates with score exactly as 445, only those who have submitted profile on or before 22 October will get the ITA. But you should get ITA in first draw of December assuming it is done with 2 weeks gap.

PCC should be applied through Passport Seva Kendra
You can call the Hospital Listed on CIC website for a medical test and book an appointment.

It is not so happy news for all others waiting in the pool as the next draw (if after 2 weeks gap) looks gloomy. Hope and pray for a lesser gap draw, otherwise the below would happen:

Try improving your ielts score, these days 8777 is not gonna work if you dont have a sibling or spouse points, if you can improve score in 3 modules you can reach 438 or even 441 if each module is clb 10

but what about Ontario's required Top 10 IT occupations list ? My skills and job duties are exactly the same as graphic designers NOC 5241 and isn't it true that for Ontario's ITA minimum requirement is 400 CRS points. please correct me if I'm wrong and suggest other methods.

These are all predictions. Possibly the next draw could be on Dec, 12 as per the existing trend.

But if there have to be two draws in December then 19 December will be one as it is the last working Wednesday of the year. The other draw could be on 12 December or slightly preponed too. Last December there were two draws , 6th and 20th!

And what about occupation list from 2014? Nothing, it is not valid anymore.

Your list does not exist for Ontario anymore. Now they have plenty PNP that are above 430 (and many of them are IT), so they do not really need to consider to invite anybody below 400 unless he has something special (French or a job offer).
