IELTS requirement for CEC

I am working as Retail sale Supervisor -NOC 6211 in ontario.With 1 year experience in Canada and additional 8 yrs experience in the same field in my country what would be the minimum IELTS requirement for Express entry and for paper based?
I have read on the official website that the language requirement for CEC is CLB 5 for skill level B but when I visited Immigration consultant they said it's clb 7.

My EE score now 382. In contrast, I am eligible for CEC now with 1-year experience under NOC-B category. My ILETS score now:
W:5.5
R:5.5
L:5.5
S:6.5

Would be ok to create EE profile, and I'll get ITA by this score.

Please advise?

To enter express entry we need to score atleast 6 each in all the modules that's what I found on website today but For paper based PR you might be eligible with this band score but the process is long this way.
From Where did you do the prepration of IELTS?

In which province you are working? I suggest you to take IELTS once more do that you can have better CRS .
