So do you mean to say that those have submitted before 23rd Nov and fit the cutoff will get ITA
Of course
I put that info for 2 reasons there.

1. Every time several people ask about their ITA (if they do not receive it like 5 mins. after draw is released).
2. Every time somebody is asking why is the draw so high if the numbers were not that high. However those numbers are from last week and not from today.

When does the 60 day period starts , is it after i accept ITA (is there a thing like that?) or is it from date of the draw.

Also assuming i was not able to gather documents required by the 60 day period. If I realize this at 50 day time, can i reject the ITA at that point and re-enter the pool?

You really should do everything you can to collect your documents and apply within 60 days from today (or tomorrow if that's when your ITA is updated). I do not recommend rejecting the ITA and re-entering the pool. If you have failed to secure a document and can prove that you have made a good faith attempt to procure it then you may be able to explain it in your LOE (letter of explanation) to the visa officer who may grant you more time to collect it based on the circumstances.

The 60 days starts on the day of the draw. There is no way how to "accept" ITA other than to send application.
And yes you can decline your ITA at any time during those 60 days. Once those 60 days are passed your ITA will be expired (I do not know if you still need to formally decline it in order to reactivate that profile or if it will be done automatically or if you have to make a new profile because of that).

I registered like 3-4 hours before the draw, what are the chances to be invited if score was above cut-off levels?
Check the time your profile was submitted from the letter you will have received on your profile on canada.ca. Then look at the time of the draw. See if you beat the time of the draw. If you did, you should receive an ITA!

So, how long before the draw does one have to be in the pool to get ITA?
Your profile has to be active (has to be at least active in their database), before they will lock profiles for that day ITA. So if you manage to make profile just hours before they will do the draw and that profile will be accepted as a part of their database you are in .
On a safe side you should make your profile at least 24 hours before the draw to be sure, that you were part of it.

I received 4 messages at 10:20 AM (2 hours before the draw).

3 and 4. How to find a job in canada.

I guess i will just wait 24 hours and hope that i was among the pool of selected candidates

Yeah, you should be fine! You'll just have to wait like the rest of us for the next 24 hours to receive an ITA. (Assuming your CRS was above 445, of course!)
