So I have a friend with a bachelor degree in Canada and he has been struggling IELTS for a long time, and he thinks he would not be able to get draw under EE-CEC even with two year work experiences. His current PGWP eventually covers his eligibility if he chooses to work bit more to accumulate 2 year full time experiences, but my question is can he go back to school for another diploma after 2 year of work to gain some bit extra points?

Sure - he can do that. He will need to apply for a new study permit once he's ready to return to school.
