Doubt about statutory qs

In 2014 I applied quebec expression of interest...where at preliminary stage Quebec gov't randomly selected 1500 profiles.my profile was not selected. Then in 2013 too Iapplied under manitoba program but was not invited nd profile expired in 2014,..basically I was not rejected nor accepted. Got no reply. So my question is what shud I write in statutory question where I am asked have u been rejected before? ??? I am into my post ITA process nd everything done except this question always worry me..pls any help n guidance
