1. Do we need a medical and police certificate for an unaccompanying spouse.

2. If I am not in India how do I get my PC done? I am Indian...will the consulate do it?

If your residence country is different from that of india, the consulate of india in the country of your residence will provide you with the PCC.

If I apply via the local passport kendra online...will they require my physical presence?

Not really sure on this one, but I guess you have to be present in person at the psk.
