my CRS score is 407. Can I apply through work visa to enter Canada and find a job for myself before my application is processed through the Draw or PNP?

Apply for a PNP, faster and better. Once you get an ITA, you wait up to 6 months and you will be able to work freely.

It says that you can apply if you have a PR application in progress. I believe this should be an option when applicants are waiting for their final stamping to happen and land before they get their PR.

This only applies if you are already in Canada working on a valid work permit.
This doesn't apply to you if you are outside of Canada.
