Where is the best place to address the previous refusal reasons for a visa application?

I.e.
  • Letter of Invitation
  • Purpose of Travel
  • Separate document

Question 2 of the Background Information section of the application form + as an explanation
Can you elaborate? As far as I know there is a very small word count limit in the form. Are we to provide a separate letter of explanation?

You must declare the refusals in the TRV application form + reference an explanation there

I believe OP wants to address the reasons of refusal point by point (took me a while to figure it out).

The answer is: it doesn’t matter where you end up attaching it. The hard evidence is more important

It took me a while too to figure it out :)

That said, the *best document* is not the Invitation letter or the Purpose of Visit... as neither of these documents have a logical connection to the previous refusals per se.

You must prepare a separate explanation + reference both the Refusal explanation and the refusal evidence (OP read: Refusal letters issued by the countries you had previously applied to) in Question 2 of the Background information section of the TRV application form.

You would also want to prove you have addressed the refusal reasons (if you were refused by Canada) in your cover letter

@Bryanna So you mean the refusal visa letter of other countries must be attached as evidence? Also, how would you explain the refusal when the letters are usually generic saying that you didn't satisfy the officer that you would return back home (especially in visa interviews like the US where they just ask like 3 questions and either approve or reject you based on them without looking at your supporting documents)?

Yes, you can include copies of those refusal letters. In case a refusal letter was not provided then you can state the refusal grounds.

You don't need to explain the refusal grounds for other countries when you apply for a TRV. You only need to declare that you were refused by ABC country for XYZ reason + submit a copy of the refusal letter (if available).

US and Canada share information. So, the details of your US visa refusal will be available to IRCC. But, do be sure to declare the US refusal in your TRV application form
