How Soon Can I Claim Sibling Points?

I have a friend whose points are a bit low but his sister just got a PR and she is planning to go in December.

How soon can my friend claim the sibling points in his EE application? Does he have to wait? or is it immediate?

Upload copy of Canadian or PR relative ID and address proof proof ( ID proof: Copy of PR card or Citizenship Card or Canadian Passport) ( Address Proof : Driving Licence , Health Card which has address, PR Card, etc)

+ Alsoinclude documents which proves that he/she is your blood relative ( Example: In case of siblings your birth certificate and Candian/PR birth certificate should have same parents details , similarly you and your siblings passport should have same parents name , etc )

So, the sibling is going to be renting a room at a friends place. Will that rental agreement suffice as enough proof that she is living in Canada? also, she will get a mobile connection so she will have a bill for that as well for the same address. She will provide a copy of the SIN number document and COPR.

And the points for sibling can be claimed as soon as the sibling completes the landing procedure? I was told one needs to wait for 6 months so I am confused. Although I am not sure whats the reason for waiting for 6 months.

Without PR card you can’t claim that 15 points plus rental agreement, Bank Statement and health Insurance card is necessary to upload Sin Number doesn’t matter

The SIN number is issued on the basis of COPR. As long as you have the COPR, thats proof that you're a Permanent Resident. Shouldn't that be enough along with the Rental Agreement, Health Card and Bank Statement?

Nope PR card or Canadian Passport copy is mandatory for the claim.

Okay. Can you please provide a link where it says this as I would like to read up more on the details of the rule? The CIC website only mentions that the sibling should be a PR / Canadian Citizen and should be 18+.

My Sister is living in Canada for over 2 years, her PR card has expired but she has applied for renewal, which is taking lot of time but she does have the receipt for her PR renewal process.
Do you think her renewal receipt along with her landing documents will be considered valid ?

Sir can you please let me know if for proving sibling relationship, I attach grade 10th certificate and passport of my sibling and mine,which have both parents full name,then will it be fine? As at the time of birth,the birth certificate was not mandatory and hence I dont have it.

I will be thankful for the revert.
