Is it a given that every 2 weeks the CRS cut off is released? The last one was on Oct 29 - It's Nov 15 and still nothing. Are there any changes to the 2 weeks system?

There's no 2 week system. It's never been every two weeks.

Also, few people have reported a glitch in CIC system whereby everyone was getting 15 points for bilingual proficiency. Draw may have been delayed because of that as CIC is trying to fix the issue.

This CRS score of 449 is quite high. But if another draw can happen before November ends, it will likely drop to around 440.
