Dear
Thank you for your interest in studying in Canada. After a careful review of your study permit application and
supporting documentation, I have determined that your application does not meet the requirements of the
Immigration and Refugee Protection Act and Regulations. I am refusing your application.
In making a decision on an application, a number of factors are considered. These may include but are not
limited to:

• whether the person has been accepted to study at a Canadian educational institution;
• the information in the travel and identity documents;
• the person’s ability to pay for the trip, to pay tuition fees and to support himself or herself while in
Canada;
• whether the person is likely to respect the conditions of his or her admission to Canada;
• whether the person is inadmissible to Canada; and
• whether the person would be likely to leave Canada at the end of his/her authorized stay.
To help you understand my decision, the reason(s) are provided on the following pages.
You are welcome to reapply if you feel that you can respond to these concerns and can demonstrate that your
situation meets the requirements. All new applications must be accompanied by a new processing fee.
Sincerely,

You should get caips notes www.caipsgcms.com but the obvious things are;
English course is a weak reason to come to Canada, you can learn english back home, get admission to a college or university program.
$11,000 is probably not enough, living cost for a year alone you are required to show 10,000 also properties will not count for much in terms of funds available.

since your case is a little tricky now. I would recommend you contact an immigration lawyer, let him evaluate the case and then reapply on his recommendations.

Firstly you need to apply from your home country.
Showing ties to that country which you said is Nigeria.
you cannot be in another country (Dubai) and be showing money back in Nigeria. That isnt logical. Unless you can show that is easily accessible ie a Visa debit or Mastercard linked to the account.
$11,000 barely covers the $10 ,000 required by a student, not to mention tuition, travel and emergency expenses.
You need to apply for a direct program and not an ESL course.
Show the acceptance letter for an actual program.
Try to show your pay stubs and anything else connected to the job.
You can show a letter from your parents saying that they can pay your tuition.
You can show your bank statements in Dubai
Have you written a letter of explanation or SOP? This helps a lot in helping the visa officer to understand your documents and situation. They have to go in accordance with the immigration act. Look it up and read more on the website. It will help you understand everything better.

APPLICATION FOR STUDY PERMIT CANADA

I am Ejiofor Bengrus Ikenna, from Nigeria, a mechanical engineer and certified advanced diploma in occupational health and safety management personnel from national development agency. In addition, a certified health and safety practical application personnel from Nebosh. I currently work at Dubai international real estate as an assistant engineer, I have accomplished a deep learning and career focus in civil engineering related areas. In my current role, I am coordinating with the subcontractor team; I am part of the group monitoring all related civil defense fighting installation works and mechanical electro-plumbing installations. Being part of this group has helped me understand the bigger picture behind projects and construction works. As an individual with a high quest for knowledge, I believe there is so much more to be learnt and researched in regards to civil engineering and based on my application I have chosen Civil Engineering as a Major because during my apprenticeship at Okeyson Nig Ltd, I got insights to some level of civil mechanical machinery works and currently working at a property development company which has furthermore exposed me to the various aspects of Construction Engineering and Facility Management. Both experiences have ignited the passion to pursue a career in Civil Engineering hence, my choice for the major of study. I plan is to earn a Master Degree in Civil Engineering and eventually to return to Nigeria and establish your own company for 2 reasons contribute to the development of infrastructure and provide a platform for other young Nigerians to learn and gain experience in this field.

I have received a letter of acceptance from the University of Saskatchewan English language Centre to study dependent on English proficiency assessment program as prerequisites for my graduate studies. I currently reside and work in Dubai, UAE and I have a 3-year residence Visa which expires in January 2019. The English studies as a prerequisite to enable me to meet up the English requirement for the course.

Based on extensive research and enquires, I realized that the University of Saskatchewan is one of the most reputable institutions with offerings in English program and Civil Engineering. I also found out that the University of Saskatchewan is highly rated, widely accepted and has an affordable tuition fee when compared to others around the world. I am convinced that my academics will receive the much-required attention in civil engineering and knowledge gained will be applicable to a successful career in my home country.

Although I have options of a Masters programmed in Nigeria or Dubai but the concentrations are offered in the fields of Geotechnical/Geo-environmental and Contaminant Transport. I have chosen a Canadian University as I believe that it offers the best I need to get in Civil Engineering due to its exceptional standard for excellence.

Based on the foregoing, I wish to apply for a study permit and I hope to be granted Visa as this will enable me to fulfill my dream of being a seasoned Civil Engineer in my home country. Please find attached NOC and leave letter from HR including all relevant financial and property evaluated legal documents which can be verified. Finally, I would like to confirm that have sufficient funds to cover all expenses during my proposed stay in Canada.

Yours Sincerely,

Ejiofor Bengrus Ikenna

I was rejected for the exact same reasons (except financials) and I spoke to an immigration lawyer, I am 100% positive your Dubai work visa will expire before the end of your studies in Canada. If you wish to show that you will come back to Dubai once you are done with your studies, you will atleast need to show that you still hold a valid visa there without renewing during studies.

I am applying from Dubai also.

The high commission in your country and the Canadian visa office in Canada accept totally different documents. I noticed this after comparing the package i printed to the one online. So even if they tell you its ok at consulate the officer whose queue your case falls into may not accept what you send. Also after a lot of reading ive notices some people get in with ESL, but many do not. Better safe than sorry. As someone mentioned above. your visa will expire so when you complete your studies in Canada you wont have legal status in Dubai that may be why they have questioned your immigration status, it raises red flags that you wont leave Canada. Review everything you have against what you have been asked to upload. Take your time retype your SOP and fix errors. Note you are reapplying because of previous refusals on your form and in your letter. Personalize the letter , refer to your documents and explain to the officer why the stuff you sent previously make sense, Work on your financial and Immigration proof. You may need to renew your visas before leaving Dubai to show that you can legally return there after studying, if not you will need to reapply from Nigeria.
Show them what you have. as long as you have an account.
If your sister is sponsoring you I hope she and her company are not in Canada. you need 2 letters a personal notarized letter from her explaining that she is your sister and she wants to see you through school, how it will benefit you and also hinting you will be going back to your country of residence. Also she must state she will be using her company to sponsor you , how much she will sponsor and how she will provide you with the money.If possible show yours and her birth certificates and a photo of you two together.
Her official company letter should be signed and officially stamped with the business stamp again with the amount being provided. This should cover your first year of school and state that the remainder will be paid annually by the business. She should write the check or get a bank draft in Canadian dollars in your name as proof. You can snap a photo of this and enter with the other info in proof of funds. Since you need to have the $11,000 on hand. get that from the account somehow, or get a Visa debit to show that you can access those funds from back at home. Also you need to explain or show how you attained those savings. They cannot be recently deposited there.
