The following extract is from IRCC site. It says "complete application" so I think you really already passed R10 stage.

"Permanent residence

• If you submit a complete application and pay the biometrics fee at the same time
  • You’ll get the letter in your account message box within several days or several weeks.
    • We’ll send you an email to let you know that you have a new message.
• If you pay the biometrics fee after you submit your application
  • It can take several weeks before you get the letter.
    • We’ll send you an email to let you know that you have a new message"

Very interesting observation...
Raises the question indeed if there is a correlation/link between receiving biometrics, and completing R10.
Although it would be nothing more than adding to the already increasing level of speculation.
I really wish they'd be a bit more transparent and not kind of forcing people to get GCMS.
