Federal Skilled Worker profile ineligible after submission

Hello, I have used the tool http://onlineservices-servicesenligne.cic.gc.ca/eapp/eapp.do to determine my eligibility for the express entry and based on my answers, I appear to be eligible for Express Entry. I have 88 out of 100 FSW points based on the several factors https://www.canada.ca/en/immigration-refugees-citizenship/services/immigrate-canada/express-entry/eligibility/federal-skilled-workers/six-selection-factors-federal-skilled-workers.html and an estimated CRS score of 453. I tried to submit the application for express entry but getting declined as it says
"Your Express Entry profile has been reviewed and we have determined that you are not eligible for Express
Entry at this time." Possible reasons they are citing (it could be any of those)

• not having a valid language test,

• language test results that are more than two years old,

• a language test score that is too low,

• not having enough relevant work experience,

• not having the required education level,

• not having enough funds.

I submitted my profile as the primary applicant. It does not make sense to me as our test scores are only less than 2 months old, showed funding of more than $16000, have valid ECA report and I have valid job offer in Canada supported by LMIA based on proper NOC and currently working in Canada for the last few months so I think I satisfy all criterion for Federal Skilled Worker as listed

Both my wife and I have PhD.
Me: Age 34, CELPIP score L:10. R:10, W:8, S: 8, LMIA with job offer (permanent, non-seasonal), PhD, 3 years work experience outside Canada.
Spouse: Age 33, IELTS score L:8. R:7.5, W:7.5, S: 8.5, PhD

We are not being able to figure out what went wrong with the application. Kindly advise. Any help would be very much appreciated!

The eligibility tool vaguely covers the criteria. But when you enter your information on EE profile, the system goes a bit further to determine eligibility.
Try troubleshooting one by one:
In your work experience section, is your work experience of at least 1 year continuous, of at least 30h/week if it's full-time, or equivalent duration part-time? (for example, if you worked at 15h/week, you'd need to have worked 2 years for it to count as 1 year).

This is a real example of the difference between the eligibility tool, and the EE profile. Indeed, in the tool, you will just select "1 year" and that makes you eligibile. But in EE profile, you actually enter start and end dates of work experiences, and the system will see if it really fits in criteria.

I forgot to mention that my current job is full time. Here is the job experience I indicated in the profile
1/2015-8/2016->FT job under NOC 4011 based in USA
9/2016-7/2018->FT job under NOC 4011 based in USA but different employer
7/2018-Present-> FT permanent job in Canada under NOC 2283 with valid job offer and LMIA
My current employer used the NOC 2283 to get me into Canada so this NOC is associated with my LMIA. However, as I have more experience under the NOC 4011, can I base my FSW application on this NOC?

You're at 85 FSW points, so you're comfortably eligible. So no worries, must be something you missed out.

Yes you can use just NOC 4011, and I think you should. Assuming of course you'll be able to provide reference letters from both employers.

Try removing your current work experience NOC2283 from work experience section, and re-submit. You'll add it later Post-ITA in personal history.
Just leave the other two NOC 4011. Anyway those two already amount to 3 years, so max CRS points there. the job in NOC 2283 doesn't give you any added value in terms of work experience points.

Thank you so much! You are right--I was under the wrong impression before that I need to base my application on NOC 2283 as it is linked to my current job offer but NOC 4011 is the more appropriate here.
