driving lisence in bc with super visa

My father got a super visa , Today i went to icbc to get a driver lisnece and giving knowlage test for my father, and they told me they dont accept his passport and the visa lable , i show the stamp in my father visa that shows my father can stay until 2020 , but they told me he should have visitor record(imm1442) , how can i get it? Where can i get it? And what is it?
I cant believe that some one can stay here for two years but cant get dr

Please help me

(We went there with his driving lisence from my country and his passport)

They are probably asking you to provide this document for the visitor record...
