Has this rejection been for photos submitted for CoPR or PR card. If former then it is quite surprising.
The best option is for you to have it clicked in some other studio and then measure using a ruler yourself to ensure it is as per specs.
It means something has gone horribly wrong with your specs as for copr photo rejection is very rare. Hope you have the correct specs with you. As mentioned earlier get it clicked elsewhere and use a ruler/scale to check yourself before submitting.This is for CoPR

Try wallmart as they are well aware of sizing. Its not only physical paper size also check head frame size

The one attached to the COPR.wondering what photo they use for the PR card. Submitted 2 photos at vfs. One was attached to the CPR and other was just returned with passport.
Thanks for the detailed reply. In that case, I would first go to a professional photographer nearby before heading to Costco or Walmart.One issue we worried about with Walgreens was that they digitally make the background of the photo white, and digital alterations were barred in the photo guidelines. We ended up having them only adjust the brightness and contrast to avoid that, figuring any digital camera is doing that much, and the photos were horribly washed out but we got our COPRs with them, and then they were rejected for the PR cards. We would have been more surprised if they hadn't been rejected, honestly.
Do you have any passport photo specialty studios near you? Even in our small city there was a studio that did passport photos and even priced Canadian ones (at 4x the US cost ), and another poster here had a similar place in their US city, minus the price gouging.
Finally, I'd try getting a call to CIC to work to see if that yields any useful info, and if still goes nowhere you can always try doing your own photos and just having them printed at Walgreens. It's technically not allowed but if it comes down to it, the option is there. We did our own US passport and PR app photos that way, which involved holding lots of random lights to remove shadows and whiten the wall behind us (it was an adventure lol, especially with our baby, but it worked!). We then used a website that had templates for the photos to get them sized right and (for the US passport ones) pasted them into a file we could take and have printed.
Once in Canada you have the option of using any photo place, and those have light-up boards you sit in front of that result in the backgrounds being white and without shadows. I'm guessing by the "TX" in your name you're not near enough to the border to hop over and do that, but at least know once you get here, you'll be set if your photos pass for the COPR but not the PR card.
