Can I apply for Study Permit while my PR application is under process.

Hi,

I had submitted my PR application (via Express Entry - FSW) in November 2017. Due to some confusion regarding the ECA, it is still stuck. I hope it will get resolved.

But, as a backup plan, I was thinking of applying for a 8-months Graduate Certificate course in one of the good colleges in Toronto. And for that, I will need a Study Permit.

My question is - Am I allowed to apply for a Study Permit while my PR application is under process?

yes, i believe so that you can apply. However you will have to be very solid on your proof of funds and your reasoning for returning back to your home country once you finish will be very weak since you have already shown that you want to stay in Canada

Hmmm... Tricky question.
When applying for student visa, you need to overcome the assumption that you're planning on settling in Canada, and show convincing ties to your home country. If you have a PR application in progress which will of course come up in their GCMS/FOSS notes, that will kind of show them the exact opposite.
Although I don't think it's a dead end, I do believe you shouldn't have both applications active at the same time. If you're planning on studying, it must be genuine to the eyes and ears of visa officer, and you should therefore at least cancel your PR application. They may raise this point during interview though... be prepared to answer that.

I actually had the reverse. I knew i wanted to apply for the student visa and also the PR, so i didn't know what is the right time. In the end I decided to get my student visa and waited a fairly long time until myself and my family reached Canada to put in my PR application. Because I always had the intention of applying for PR but my study visa was complicating it. In fact the study visa was more important for me. I was actually more interested in returning back to my country after the PhD but just wanted a PR as a back up so i went ahead and applied for the student visa and after a long delay once i was in canada i applied for PR. You need to decide what is more important. If student visa is more important you can withdraw your PR application and apply as a student. You can tell them that you withdrew the application because getting a degree was your first priority and that applying for PR at the same time gave conflicting signals of your intent (assuming they ask you).

Yup. This is what we're actually saying:
A22(2) states “An intention by a foreign national to become a permanent resident does not preclude them from becoming a temporary resident if the officer is satisfied that they will leave Canada by the end of the period authorized for their stay.”

It is possible indeed, but satisfying visa officer that applicant will leave Canada after visit is quite complicated with a pending PR application...
The U.S also has this dual intent principle, but questions by visa officer concerning the choice of program/school, show strong ties, etc... It quickly becomes frustrating and complicated for many applicants.

I am going to share some of my experience.

Briefly introduce my background for your better understanding. My partner and I are inland and submitted the PR application last Jun.

For my partner, while our PR application undergoing, he received a master offer and he needs a study permit to attend to school. Then we applied it and study permitted approved.

For myself, I am taking some CPA courses and the previous study permit expired, then I applied a new one which approved as well.

So, friend, good luck. U will never know if you don't try.
