Landed immigrant who wants to exit in the US

my mom is in Canada with tourist visa and she is waiting for her landed status as well. It’s already on it final step so we are expecting it to come anytime soon. Can she exit in the US instead of going back home? If so what is the procedure in the US boarder. She doesn’t have US Visa though.

Do you mean landing from US? Or do you mean just visiting US? She can't visit US unless she has a Visa or is from a Visa exempt country.
Just for the sake of the landing she can do flagpoling which involves driving to US across the land border, being denied entry to US (it is called administrative denial) and returning to Canada as a PR.

Or she can make an appointment and do the landing at an IRCC office.
