Visa for my mother due to wife pregnancy - PR

Hello,

I have read a couple of similar threads before and wanted to point out a few specific things and ask for opnions regarding my case.

MY CIRCUMSTANCES:

• I am a British citizen who moved to Canada early last year on PR through my spouse.
• I'm a dual national and have pakistani citizenship too.
• I have a business in the US and dont have canadian income but i do file taxes on both sides of the border.
• I only have one NOA but no income on canadian side, 2 tax returns on the US side.
• My wife is an engineer and has a full time job.
• Me and my wife are expecting our first baby.
• My wife's parents both live in canada

MY MOTHER'S CIRCUMSTANCES:

• I'm the only child from my mother's side.
• My parents split up when i was a kid, now my mother has been remarried for 15 years.
• My mother doesn't work, is a house wife and dont have any travel history in the last 10 years
• She doesn't own any property or any substantial bank balances.
• She missed out on my wedding in Canada but we all want her to be a part of this moment next year.
• Her husband works and she lives with her husband's father's house in a joint family system.
• So they both dont own any property or bank balances but are well off enough to afford the whole trip to Canada.
• All her brother's and sisters live in Pakistan.
• She has no kids with her current husband.

Should I apply vistior's visa for just my mother? or I would need to apply for both my mother and my step dad?
I've heard we shouldn't mention about caretaking but tbh she's not coming to take care of anyone but rather to be a part of the moment.
Should she travel to other countries first as leisure trips (Dubai, malaysia etc) and then apply or that wont make a difference?
Should I send the letter of invitation or is my wife in a better situation to send that as I am already sponsored by my wife?

Please let me know what documents I would need?

You can apply for just your mother. Showing her stepdad remaining in her country is a good tie.

No point in travelling to Dubai or Malaysia. IRCC wants to see travel to other visa-requiring countries like the US, UK etc.

You should send the invite. The fact that you were sponsored is irrelevant.

Seems like a supervisa would be a better option if your parents don't have enough savings to cover the cost of their trip. Strong ties to India will need to be addressed in the application and the lack of travel history will continue to be a problem.
