No, you would have to do it on paper and mail it to CIC as far as I know. Hi could you please help me here i don't know which address i will pick to submit my application, my sponsor's currently in canada, I'm the principal applicant I'm in Philippines i am the one who will submit our application by mail or courier i just don't know which here.

Conjugal applications are always sent to Sydney, pretty much by definition of the eligibility requirements.
Note that the application, as far as I know, must be submitted by the sponsor, not the applicant.

But i wonder if it's ok that i am the principal applicant will submit the application, is that conflict?
Because my conjugal partner the sponsor is in canada now and i am in Philippines, is that ok if i am the one who will submit the conjugal application that supposed to be my partner because he's the sponsor.?
