I already passed 20 months. Called CIC, called my MP, submitted a web form, all to no avail. CIC say that they "are working on it" and that "it takes time" and "there is no deadline"

Thanks. I asked why the delay, but they do not give me a reason, they just say that every application is different and there is no deadline. When I ask whether there are issues with my application, they say no.

I went back but I come back via the US and I also have a study permit which is not expired yet (but I am not a student for one year.. )... so I did not show my VR at the border

I saw people getting ppr after 21 months and above so what 19 months for

I guess 30 months for some and then 13-14 for others kind of evens out at 19 :/ That's not fair at all but CIC could not care less.

BC.
Not sure how long, passed medical on May 15. So probably since then.
