I am too in a similar boat as most of you all may have. If I add my wife for accompanying me, the difference of CRS score is only 4 points difference (452 if I add her with some assumed IELTS score; 448 without her). However, the problem is that if I have to add her, she will have to give IELTS and then her Education Evaluation will take forever (from India). My education evaluation is almost done and ready to have a profile. So we are planning to go ahead with my PR process without accompanying spouse, and I will sponsor her when I get my PR.

Now the question part: Is there any time frame that I have to wait after I get my PR and then file an application for Spouse or Common-law Partner in Canada (SCLPC) application? Ideally, I would like to submit it immediately after I get my PR and reach Canada so that 12 month processing time starts as soon as possible.

Another one: If I sponsor her SCLPC as outland SCLPC will she be able to come and meet me on her current tourist visa and leave back as she cannot stay for more than six months?

Who said you are obliged to submit your spouse IELTS and education with your profile? Since you have enough points you do not have to, you just simply don't get additional points from her. And you will get invited since you are over 440.

12 months processing time is the best case scenario ever, usually, it is taking much longer. I am not a PR yet but I have done extensive research on this subject. So believe me adding her to your application whatever paperwork it takes (if needed) still way better than sponsoring her after you land in Canada.

Agree there is no need for your wife to take IELTS or have degrees evaluated. 12 months is pretty normal timeline for most not a lot longer. Yes you can submit sponsorship applications soon after you move to Canada. If your wife has a TRV you also have the option of applying inland with an OWP. She would receive the OWP in around 4 months. You both would have to remain in Canada during sponsorship. Short vacations seem to be allowed but there would always be a risk that she would not be allowed to enter after being out of Canada before receiving her PR.

I should have been more clear if I add her without her IELTS and Education evaluation, the score falls almost to 425. So adding her without her IELTS or education is a big bummer. If she even gets her IETLS it is not adding to cross 440. The biggest time consuming for us will be getting her education evaluated.

But it is better to spend 2-3 months now to get her IELTS and Eca done than to show her as as non accompanying. Sponsoring later is a 1 yr long process.

I can't agree more! And from my research, processing is getting slower recently.

She will need her education assessed later in Canada if she intends to work there anyway. So if I were you, I would do what is needed now.

Join the pool at 425 while your wife works on IELTS and ECA. Add the points as they become available. That way you would have been in the pool from a good date by the time your score goes up.
