I dont think CIC have any plans to call below CRS 440 this year. Last year it reduced upto 413 but this year the lowest is 440. Since there are 1000s of people inbetween 427 and 440 chances are less.

Each province have its own point system for PNP. In some provinces job offer letter is mandatory. In some provinces its not. So just go to each provinces website and see whether you are eligible or not.
