I thought a visa refusal is very normal! Why they are paranoid about a simple visa refusal?

So does a refusal in a previous application matters? I understand it should be only if you were deported or have some criminal issues in that specific country you were deported from.

Well it does lengthen the PR process because of the review. Eventually it will get passed but not before they are sure about the reason for refusal.

My AOR is 9th June 2018. I received my GCMS notes today.

I can see in the GCMS notes that my funds are recommended for review.

I just got my notes and they say the exact same thing with S.15(1) on the top right corner of this page.
My status is all passed except for Security which has not started. Only 1 Application, and 2 Activities related to Security all saying "Not Started"
