Are you living in Cameroon now? If so, the first step is to move out of Cameroon to a different country.

UNHRC would decide where they want you to be relocated to after their decision with your claim .
Only a VERY small fraction of refugees are resettled. the majority remain in neighbouring countries for life or until they can return to their country. You can not assume you will be given the opportunity to be resettled. Think it is less than 1% of refugees in the world that will get resettled this year.

You’re very right. The best he/she can do is get a TRV and fly to Canada then make her claim at the entry!

How do I get a TRV still?
Essentially you need a visitor visa. You will need to show that you have strong ties to your country like a job, property, other family members, etc. Proof that you have travelled to other countries like Canada that require a visa like US, UK, other European countries, etc. Enough savings and a good reason for your travel like visiting friends or family. TRVs can be very hard to get.

How do I get a TRV still?
I believed Canadian TRV is one of the most difficult visa application because chances are only 30% to be approved.
Unless you are frequent traveler of developed countries then chances of getting TRV will be like 50%.
According to last year rating of IRCC 70% Visitor's visa application has been refused.
