I am Sep 12 AOR. I can see there is an UCI assigned to me. Is it like after MEP the UCI will change?

Actually I have not attached the degree certificate for my spouse and wish to raise a CSE to attach that. And I am wondering should I raise CSE now or wait till get the final UCI. Any suggestion?

March 3rd, 2018 - IELTS - L:8.5, R:7.5, W:7, S:8.5
Applied for WES Evaluation in April and got it around mid-May
Got CRS score -450
Created Express entry profile on June 5th,
ITA - June 29, 2018.

In my submitted applications I have a message consisting of a letter, stating that my application has been received by IRCC on September 11th, 2018. does this mean an AOR? If not how will I be notified?
