GST/HST refund from WES

Hello,

Can anyone guide me on how to file a claim for GST/HST refund from WES.

I sent a request to WES and in response they asked me to visit a wrbsweb and raise a claim. I don't find the option for WES refund in either of the PDF links at that website.

I too received this email from wes.
Dear Applicant,

Thank you for contacting World Education Services (WES).

To apply for a refund of your HST, please visit the Revenue Canada website https://www.canada.ca/en/revenue-agency/services/forms-publications/forms/gst189.html

Not sure what to fill in part B of the pdf and most of the form fields in general.

I've been trying to figure out this form as well. I know you have to select 1C in Section A (according to WES), but besides that, I've gotten no help.
