I am looking to apply for Australian National Police check as I lived there for 6 months during 2004-2005 in Melbourne, Victoria.

I lived in Melbourne so I need the "Full Licence History Search"

Can someone who got the Australian NPC please guide on getting this?

Foreign Passport (Current) - 70
Full Birth Certificate (not Extract) - 70

Question 1 - For NPC, I need to provide documents for 100 points. I see passport 70 points and full birth certificate 70 points. I have indian passport and birth certificate from india. i am not sure whether I can submit indian birth certificate for 70 points.

If I cannot use the indian birth certificate pls suggest what other documents I should provide for the remaining 40 points from below?

Question 2 - Since I lived in Melbourne I need to provide the "Full Licence History Search"
I did not apply/receive any license from Australia. The guidelines show that we need to get some document from Victoria state

"Applicants who are unable to provide a Traffic History or a Full Licence History Search must provide evidence, issued by the Queensland and/or Victoria roads authority, stating that they have never held a driver’s license in that state."

How should I apply for this?

I agree with the precedent reply.
We've done it a couple of months ago.

If your indian full birth certificate is not in english, get any other document worth 40 points or a couple of 25 points such as bank card, lease agreement or even Taxation assessment notice from ATO that you receive when you complete your
tax returns.

For Victoria you can just sent an email to Vic Roads asking for a letter stating that you never held a driver license there. They will just ask you some information as name, address at the time etc Provide a current address for them to send you the document and they will send you the paper by mail.

i have the indian birth certificate in English. I will use for Aus ANPC.
I will call VICRoads for the letter as I do not see any option online.

You mentioned you have done it couple of months before. Did you get only National police check? Or did you also get the full license history from Victoria?

I tried to submit my national police check request today and was struck with the previous residence addresses as they are asking for past 10 years. by the time I complete entering around 10 of my past addresses the site became inactive and I have to start my application again. I have to try again.

if anyone have got letter from Victoria for no driver license held before, could explain the procedure it will be helpful. thanks

We are now in December 2016. you need to provide police checks for all the places you have lived in for 6 months or more in the past 10 years. 2004-5 is more thann 10 years ago. Why would you need to provide the checks then?

It's not only for past 10 years. It's from the age of 18. Please see the requirement from CIC

Who needs a police certificate?

In general, you and all the people in your family who are 18 or older need to get a police certificate.

You may need a police certificate from any country or territory that you have spent six months or more since the age of 18.

For example: if you visited, worked or lived in a country for two months, left for a few years, then returned for four months, that counts as spending six months there. In this case, you would need a certificate.

If you need a police certificate from a country or territory and:
•are currently living there, or received the police certificate before leaving, the police certificate must be issued within six months before you apply.
•have lived there in the past, the police certificate must be issued after you last lived in that country or territory.

We did applied for National Police Check from AFP but don't remember been asked for addresses for past 10 years… you can do it online it's pretty straightforward on the website : www.afp.gov.au/what-we-do/services/criminal-records/national-police-checks

separately we contacted VicRoads through their website, contact us/message us :

Hey,
I lived in brisbane from july 2009-december 2010. I have two traffic tickets. I left Australia without paying. Now I need queensland traffic history for CIC since I received ITA. I am Accompaying Spouse. Will my PR application get affected ? Will my traffic history show those two tickets, Since I never had Queensland Drivers license, Can I get a Clear traffic history. ??? Somebody help !!!!

Hi,

Update : I emailed Victoria Police on email id demerits@roads.vic.gov.au and sent details of my stay along with Passport soft copy. I got the required letter with in 5 working days from them. Hope this is helpful to people having same issues as mine.
