I am asking on behalf of another person who asked me this question.

Can an applicant submit an inland PR sponsorship without a marriage certificate with note stating that marriage certificate to follow later since it may takes a few weeks. She intends to include photos of wedding ceremony and a receipt of submitting for marriage certificate in with the papers. The applicant's visitor status will expire soon after their planned marriage date and want to submit her application before her "visitor" status expires. Reason being is that she wants to apply inland with an OWP application submitted before she becomes "out of status" and become disqualified for OWP.

Has anyone been successful in achieving this route? Will she risk having her application returned because of lack of marriage certificate?

No. The application will be returned and they will have to resend it with the certificate.

She can apply for an extension of her status and solve the issue that way. She needs to send the extension application by the day on which her visitor status expires. This will then give her implied status and she will be able to apply for the OWP normally even before she gets the verdict on whether or not she got the extension.

Absolutely do not send an incomplete application, especially one missing a marriage certificate.

I would NOT apply without a legal marriage certificate. It is a sure risk of getting package returned back. Thus causing 2-3 months delay.

That too. If she applies before her status expires, but the app is then returned (which it will be if they don't include the certificate), then she's all of a sudden out of status and can't apply for the OWP anymore without first restoring her status and that's a whole mess that takes time.

She should definitely just extend her status first and send a complete package later when they have everything.

Thanks everyone for their posts. It confirms my suspicion that it wouldn't work out for her if she took that route. Been telling her that. The risk is too great and have her apply for emergency marriage certificate for PR application.
