Student Visa rejected twice with the exact same objections!!!

Dear all,

I am 18 years old and my father is supporting me financially throughout my study in Canada.

My second refusal for the study permit came today and the VO has listed the exact same objections from the previous time I applied. The two objections are based on financial part of the application:

- I am not satisfied that you will leave Canada at the end of your stay, as stipulated in subsection 216(1) of the IRPR, based on your personal assets and financial status.

- Pursuant to paragraph 200(a) of the IRPA, I am not satisfied that you have sufficient and available financial resources, without working in Canada, to pay the tuition fees for the course or the program of sudies that you intent to pursue.

Alright, so the first time, I applied with these documents:

- 6 month bank statement from my father (my financial supporter) which had enough funds for tuition fees for my first year plus 10000 CAD. My father showed 37000 CAD in his account where 26000 CAD is my tuition fees.
- Acceptance letter from my University, York University.
- IELTS results sheet, Overall score of 8.0.
- My GCSE Transcripts that show that my area of study is completely relevant to my field of study.
- My school enrollment letter that shows that I am for sure a legit student that studied there.

After getting rejected based on the financial status and personal assets, I consulted some friends of mine who were rejected the first time based on the same reasons. After their advice, I showed the following to strengthen the financial situation in order to address the concerns that the VO had.

- Bank statement containing 41000 CAD+ 2000 CAD of entrance scholarship letter from my University.
- My father's payslips from the past year, consistent net income of 6500 USD (8410 CAD) per month. I showed this to prove that my financial supporter has a steady income and that he has a stable job.
- My father's contract and fringe benefits that his company provides him (house, company car, medical, education for my siblings, plane tickets for travel). My father's company pays for our house, medical, car and school education and I showed this so VO doesn't think my father will spend all of his salary on familial costs. As for my plane tickets, my father's company pays for it and that too is mentioned in the contract. The contract is signed by the company's HR Director and stamped.
- My father's employment letter that shows his position in the company, his annual salary. Signed and stamped by the officials.
- A singed letter of support from my father stating that he will support me till the end of my education and that I will be returning to serve my home country after I finish my education. (THIS IS STATED ON THE CIC WEBSITE AS A PROOF OF FUNDS TOO)

Now, remember that my tuition fees is 26000 CAD and according to the CIC website, we are required to show 1st year tuition fees+10000 CAD for the financial support but in the bank we showed that we had more than enough funds, 41000 CAD plus my scholarship of 2000. So overall, 43000 CAD plus all the rest of supporting documents I mentioned above.

Now, in terms of assets, my dad owns multiple properties in Pakistan and so to show and strengthen my home ties, I showed all the legal property documents that are in the name of my father. All of these documents are attested by relevant authorities. I also mentioned the worth of the real estate at the time of the application and all of them have a total worth of 1 million CAD. I said so in my SOP that I am the elder son and it is a big responsibility of mine to take care of these properties and that is a big reason for me to go back to my home country. Is that not a strong enough tie?

Even after showing all of this to address the two objections, 5 weeks later I see the exact same letter. It was like deja vu for me. All the documents looked like they were completely untouched though. It is as if the VO didn't even look at them and just rejected the application randomly out of nowhere. Like they couldn't be bothered to look at all the supporting documents so they just returned it. I really hope that was not the case.

I mean if showing 43000 CAD of readily available funds plus payslips and all the properties still leads the VO to believe that I will have to work in Canada to support myself, then that is just absurd and really unfair to a student just out of high school trying to make something out of himself.

Experts, what do you say? Where did I go wrong? Did the VO reject out of nowhere? Was the quota reached for the September intake? What do you recommend I do if I deffer to next semester and apply again to ensure I definitely get it this time? Thanks

Probably the 1st reason means: You haven't shown enough ties to your home country. Personal assets under your name like vehicles, loans, FDs and all would help the officer have faith in your case that you would leave Canada after finishing your studies.
Second reason means: Officer is not convinced about your tuition fees for the entire duration of the course and thinks that you may have to work in Canada to pay those.

Solution: Increase funds under your name (in your own bank account), even fixed deposits should suffice. Or apply for the study loan from a bank under your name. You don't have to use the loan just apply and get the loan confirmation letter.

Tough luck, Probably your tuition fees are high and VO isn't convinced that all the money you're showing is directly accessible to you in Canada.

However, if you think you have time and still want to apply for Sept intake then as far as I think you should get the followings:

1. Probably VO isn't still convinced because all the money you showed belongs to your father. If I were you I would get GIC done, may be of CAD 20k (because your tuition fees are a bit higher), in a Canadian bank account under my name This would help the VO trust your funds better.
2. The letter you referred, is it your father's solemn declaration stating that he would support all of your costs (living + tuition)? If not try to have it on an official stamp paper.
3. Notice that the POF for study permit says that the minimum funds needed to support yourself as a student is tuition+Amount of funds required per year = tuition fees + 10k*no of years of study. (See the example done on CIC website: https://www.canada.ca/en/immigration-refugees-citizenship/services/study-canada/study-permit/prepare/get-documents.html).

I have shown the official payslips (6500 USD per month net pay) and employment letter than states that he earns $60000+ USD anually. All of these are officially stamped and signed by the company's officials. The bank account is in my father's name and my father said in the letter that these funds are for my education and. How is the VO still not convinced?

'You can prove your funds with' section lists the different ways to prove your funds. You are only using one of these, which is your father's letter. Why not using GIC of some amount to make the VO believe that you actually have some funds in a Canadian bank account under your name? I used GIC, student's loan and my own bank statements when I arrived here as a student and it worked just fine.
The catch here is to diversify your proofs of funds and make the VO believe that you actually have the money accessible while you are in Canada without having to have your father transferring from Pakistan.
