The letter was received through GC key account asking to submit passport to NDVO
May be your application was processed in Canada!
Did you get the email earlier (AOR2) saying the file was transferred to NDVO?

Yes I received a letter explicitly stating that my application has been transferred to New Delhi Visa Office. In fact, the PPR letter states that passports have to be submitted to NDVO via VFS.

Congrats dude!! Seems like NDVO has changed its PPR mode of communication as typically PPR directly comes into an email. But I guess now it can come thru gc key account too. Nevertheless, congrats on re-union with your spouse.

Yes NDVO has started processing applications at a much faster & different rate. A March applicant from NDVO received PPR too.
