Study permit Rejected Twice for French studies (Québec)

Hello everyone. What a nice community we have here.

I've been rejected 2 times for my study permit for which I have applied online, which went to the New Delhi Visa Office, since I am an Indian national. I am looking to get some feedback/advice on this issue.

The first application:
Applied on Feb 23, rejected Mar 14.

Reason for rejection:
-Not convinced I would return home: personal assets and financial status
-No proof of English (IELTS) under 'other notes' section.


Second application:
Applied Mar 15, rejected April 19.

This time, I applied with even more proof of funds (way past the minimum), as well as my IELTS (which is not stated as required on their website, but nevertheless), with more info as well as proof of acceptance into a college (cégep) starting May 28.

Reason for rejection:
-Not convinced I would return home: purpose of visit


About my application:

Basically I am trying to study French at a school in Québec.

On my CAQ, it is stated: "Valide du 2018-02-09 Au 2018-09-30, Programme ou niveau d'études: Programme de formation" (In English: Valid from 2018-02-09 To 2018-09-30, Program or grade level: Training Program)

After a few months, I plan to study at a college or university (maybe in French or not), by extending my study permit from within Canada.

Note that this isn't one of those foundation programs where it is linked to the university/college. It's just French studies.

Of course, the reason why I would want a study permit instead of a visitor permit is because of the extension capability. To my understanding, it is difficult if not impossible to switch from a visitor to student permit from within Canada.

I'd be happy to give you more details about my application if you wish.

Can anyone please enlighten me as to what is going on? I am being milked dry over here, waiting for forever.

Why do you want to study french and whats your background?

Because, I want to enjoy my time in Québec, and truly integrate myself there. To that end, it seems necessary to speak the local language.

My background:
I'm 22 years old, male. Born and raised in Singapore (Was issued Indian passport and Singapore PR at birth), but left at age 16. Since then, I've been Indian.
Prior education: A levels, and 1 year of incomplete studies in a community college in the United States.

Given your situation, you have to state your complete academic profile, the documents submitted, and IELTS overall score and bands score etc for good response and answers

It really doesn't make sense to go all the way to Canada and spend all of that money just to take a language course. This doesn't make you look like a genuine student. Recommend you obtain admission to a college or university program directly - and only then reapply for a study permit.

So I reapplied and got my study permit this time with a Canadian college (not French studies), but also with a few extra items sent to them that weren't present last time.

Basically you gotta submit a 'Study Plan/Letter of Explanation', which is an essay about why you want to study there, the future, your past academic/related record, etc. It's uploaded under 'client information' in the online application page - don't be fooled, even though it is stated as 'optional' it's mandatory. So dumb because also on their exact same website is a page about how you should upload it even though you are exempt. Look at https://www.canada.ca/en/immigration-refugees-citizenship/services/study-canada/study-permit/prepare/get-documents.html#doc4 under 'Letter of Explanation': "You should include this letter if you decide to apply for a study permit even though you are exempt." Then why is it stated as optional in the actual application process?

Another thing I didn't give last time but did this time is my mother's ID (passport) as well as an attestation of her job position by her company, since she is the one sponsoring my educational and living expenses. Again, this was not listed as a required document.

I feel like their website occasionally lists contradictory information.

So who knows why they rejected me. Maybe they simply don't give out permits to short-term FSL/ESL students but that seems odd to me. Perhaps it's a money thing, they more money you pay to big universities in tuition the more likely you'll get it.

And finally regarding applying for a student permit from within Canada as a visitor. After looking through their website, I don't think it is possible to apply from within Canada, but now that I think about it, all you gotta do is cross the border to the US on a visitor visa, apply online, and then hop back into Canada, in, like, a weekend. How foolish of me. Should have just gone on a visitor visa.

To apply online from Canada you have to mail your application through the US or your home country not cross the border. Since you have to show strong ties your home country people are often refused. You were approved because you were no longer applying for a language course that made no sense. You were still lucky because of a long gap in your studies/work and your failed attempt to study in the US which could have been used as grounds for refusal.
