A friend, with a 3 year bachelor's degree from a Unaccredited institution in India, is seeking work visa in Canada. The individual has around 8 years of skilled work experience. The company is ready to do the paperwork necessary to process the work visa.

Does the degree from the unaccredited university present a problem?

Probably. To apply via Express Entry, your friend would first have to obtain an Educational Credentials Assessment -
https://www.canada.ca/en/immigration-refugees-citizenship/services/immigrate-canada/express-entry/documents/education-assessed.html

If the school is not recognized by one of the accredited agencies, then your friend will not get credit for the bachelor's degree. It is not mandatory to have, but the system is points-based, and it is difficult to get enough points without the education...

Oh, sorry, you posted under CEC (Permanent residence). If you have questions about work permits, you should post in the foreign workers forum:

https://www.canadavisa.com/canada-immigration-discussion-board/forums/foreign-workers.10/

There is no points system for work permits. I do not know if the unaccredited university will pose a problem, AFAIK if the company does not have a problem with it, IRCC will not. But post in the foreign workers forum ....
